JOB DESCRIPTION: PUBLIC HEALTH EPIDEMIOLOGIST

The OPH Bureau of Health Informatics (BHI) is the primary public health statistics, health systems analytics, and policy research resource for the department and the state. BHI's responsibilities are to enhance data and analytic capacities, leverage OPH data and analytic capacities in collaboration with other organizations (public and private), provide recommendations for policy strategies that are data-driven and proactive, and expand publicly-available information on healthcare quality, cost, and health outcomes.

Note:This position will be filled as a hybrid of in-person and remote work and may be filled in either the Baton Rouge or New Orleans offices.

The Louisiana Opioid Surveillance Program collects and analyzes data related to drug use morbidity and mortality to comprehensively and quantitatively measure and track the evolving nature of the opioid crisis in Louisiana and expand the state's ability to make data-driven decisions in treatment and prevention efforts. The Public Health Epidemiologistworks on a team andapplies principles of public health, epidemiology, biostatistics, geospatial analysis, data visualization, and data science to the study of fatal and non-fatal drug overdose events and outcomes, prescription drug utilization, and forensic toxicology results. Duties include, but are not limited to applying principles of public health, epidemiology, and biostatistics accurately and thoroughly to opioid use and abuse studies; assisting with data collection activities, which include methodologies and analysis; preparing reports and data visualizations on available epidemiological data and findings for federal partners, service providers, advocacy groups, advisory councils, elected officials, and other groups that request information; collaborating with other LDH agencies and non-LDH agencies to define additional data sources to enhance opioid surveillance; and using project management platform to track timely delivery of project requirements and adherence to timelines.

Candidates must demonstrate experience in one of the following statistical software packages to be considered: Python, R, SAS, SPSS, or STATA. Experience in Tableau is also considered.

MINIMUM QUALIFICATIONS:

A master's degree in epidemiology plus one year of professional level experience in epidemiology.

SUBSTITUTIONS:

A master's degree in public health, which included twelve hours in epidemiology, biostatistics, tropical medicine, maternal and child health, occupational health, international health, community health, or any combination, will substitute for the master's degree in epidemiology only.

A master's degree in nursing, a social science, a biological science, or a behavioral science, which included twelve semester hours in epidemiology and/or biostatistics or a combination, will substitute for the master's degree in epidemiology only.

A doctorate degree in veterinary medicine, which included twelve semester hours in epidemiology and/or biostatistics or a combination, will substitute for the master's degree in epidemiology only.

A doctorate degree in epidemiology will substitute for all of the required experience.

NOTE:

Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Commission of Higher Education; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.

Job Distinctions:

Differs from a Public Health Epidemiologist Technician 2 by independently conducting epidemiological activities and independence in using technical tools of epidemiology, such as; study design and statistics.

Differs from a Public Health Epidemiologist Supervisor by the absence of the following: responsibility for direct supervision of epidemiology staff, prioritizing appropriate public health intervention programs and handling policy development issues.

Develops and designs databases.

Interprets, analyzes, and evaluates data using statistical computer programs.

Participates in the formulation of policies and programs based on the data collected and analyzed to prevent the spread of disease, injury, disability, etc.

Provides technical assistance to other professionals in government, academia, health care, the community, and the private sector in multi-disciplinary projects and on community health planning teams.

Serves as a resource to the general public and to the news media at the local, state, or national level by responding to requests for information.

May serve as a technical advisor in the design and execution of interdisciplinary projects.

Coordinates, organizes, and plans community meetings relating to epidemiological activities.

Assists in the preparation of grant proposals to present to various funding agencies for public health activities.

Assists in the development and measurement of health indicators.

Participates in the planning and coordinating of epidemiological services in health emergencies (e.g. chemical spills, industrial explosions, hurricanes, natural disasters, disease and injury outbreaks, etc.) as needed to insure and maintain community public health or when requested to do so by the Governor.
