Assistant Payroll Clerk

This position is responsible for the bi-weekly processing of payroll for North Country HealthCare's employees in accordance with finance and human resource policies and in compliance with federal and state payroll laws. This position maintains employee pay records and initiates payment of HSA and 401k deposits as well as payroll garnishments.

Distinguishing Characteristics: It is distinguished from the Lead Payroll Administrator in that incumbents perform basic payroll functions and do not have the technical expertise, lead responsibilities or the decision-making authority accorded to the Lead Payroll Administrator level.

ESSENTIAL DUTIES AND RESPONSIBILITIES Responsible for assisting in the preparation and processing of biweekly payroll for over 500 employees; review and ensure accuracy of approved timesheets; track and deduct all garnishments and other special payroll deductions including, but not limited to wage garnishments, tax levies, and child support information.

Responsible for assisting in the coordination efforts between payroll and other departments including preparation/distribution of detailed reports, e.g. grants, overtime, leave balances, and retirement contribution reports, etc.

Assist in the administration of the electronic timekeeping system. Completing the setup of each new employee, employee schedules, department workflows, and valid grant programs assigned to each employee's charges, and adherence to FLSA; monitor submissions of approved timesheets, ensure valid data transfers

Establish/maintain employee records; ensure that employee changes are entered correctly and made on a timely basis; review changes for proper authorization and adherence to policy including compliance with federal/state/local tax regulations as they pertain to payroll.

Addressing queries about payroll-related matters and working to resolve discrepancies in payments as a matter of urgency.

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION, EXPERIENCE, KNOWLEDGE, SKILLS AND ABILITIES: At minimum, a diploma from a certified high school with at least two years practicable experience in a payroll related function. Fundamental Payroll Certification (FPC) is preferred.

Credible understanding of state and federal garnishments, withholding, and other payroll deductions.

Display expertise in interpreting ideas and information into written and speaking form which can easily be understood.

Ability to handle priorities and manage workload while multitasking and conforming swiftly to changes.

Proficiency in efficient delivery under pressure of tight deadlines.

Computer skills payroll clerks use computer skills to work with software programs such as Microsoft Excel and digital filing systems.

Data entry payroll clerks are responsible for entering information into digital filing systems.

Mathematics basic math skills are essential for payroll clerks because finances are a key element of the job

Organization skills payroll clerks must be well-organized to manage a variety of different payroll concerns for all staff members.

Communication skills payroll clerks work closely with the accounting manager to receive instructions and answer questions for other managers and staff members.

Multitasking payroll clerks juggle multiple payroll concerns and manage staff schedules and payroll problems for many people at once.

Time management payroll clerks must use good time management skills to meet strict deadlines. REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS None
